No appointments are necessary at either office.


Although the issuance of passports is done by the federal passport agency, the County Clerk's Passport Office is available to assist in the preparation of the application which, in turn, is forwarded to the State Department.

To obtain a passport, it is necessary for each applicant to have a long form certified birth certificate with a raised seal, showing both parents names', social security number, a passport photo 2x2 inches in size, and current identification such as a driver's license or  or government identification. Passport photos are available for a fee of $10 at the County Connection.

PLEASE NOTE: Birth records previously issued by the Jersey City Office of Vital Statistics are no longer accepted by the federal government when applying for a U.S. Passport. This also applies to the Township of Secaucus. Applicants who were born in these locations must acquire their birth certificates from the N.J. State Department of Vital Statistics in Trenton. For more information about these birth records, visit

The U.S. Passport regulations are as follows:


Adults: 16 years of age and over:

  • Validity: 10 years from date of issue
  • Passport Fee $110.00
  • CHECK OR MONEY ORDER PAYABLE to "U.S. Department of State"
  • Execution Fee*: $25.00 cash, Discover, Mastercard, Visa

 Children: Under 16 years of age:

  • Validity: 5 years from date of issue
  • Passport Fee: $80.00
  • CHECK OR MONEY ORDER PAYABLE to "U.S. Department of State"
  • Execution Fee*: $25.00 cash, Discover, Mastercard, Visa

TO EXPEDITE (3 TO 4 WEEKS): $60.00 ADDITIONAL. This does not include overnight delivery. If overnight delivery is desired, an additional postage fee of $15.45 must be included (as of Jan. 23, 2017).

Anyone (including parents applying for children under the age of 16) applying for a passport must appear in person and must have a certified birth certificate with a raised seal showing both parents' names and the child's name as well.

When the parent(s) submits a child's (under age 16) previous passport or certificate of citizenship as evidence of U.S. citizenship, we still must have proof that they are the parents.

  1. Both parents must appear together and sign, OR
  2. One parent appears, signs, and submits a second parent's notarized FORM DS-3053-Statement of Consent: Issuance of a Passport to a Minor Under Age 16, authorizing passport issuance for the child.

  3. One parent appears, signs and submits primary evidence of sole authority to apply (such as one of the following:
  • Child's certified U.S. or foreign birth certificate (with translation, if necessary) listing only applying parent; or
  • Consular Report of Birth Abroad (Form FS-240) or Certification of Birth Abroad (Form DS-1350) listing only applying parent; or
  • Court order granting sole custody to the applying parent (unless child's travel is restricted by that order) or;
  • Adoption decree (if applying parents is sole adopting parent); or
  • Court order specifically permitting applying parent's or guardian's travel with the child; or
  • Judicial declaration of incompetence of non-applying parent; or
  • Death certificate of non-applying parent.

MAIL IN RENEWAL: If you are a Monmouth County resident and have been issued a U.S. passport in your name within the last 15 years and you were age16 or older when it was issued, you are eligible to use the mail-in application to renew your passport but you will need a new photo.
